Biography


Dr. Glenn Papp was born and raised in Western New York and graduated from Sweet Home High School. After briefly studying vocal music education at SUNY Fredonia, he transferred to Niagara University, where in 2014, he earned his B.S. degree in Criminology/Criminal Justice with a minor in Computer Crime and the AccessData Certified Examiner (ACE) certification. Papp also earned his M.S. degree in Criminal Justice Administration from Niagara University in 2015.

After graduation, Papp trained further in computing and cyber security, earning his CompTIA A+ and CompTIA Security+ certifications. He then accepted an adjunct professor position at Niagara University, where he instructed courses for the Department of Computer & Information Sciences (CIS). After enrolling in a doctoral program, he became an instructor teaching courses for Niagara University’s Department of Cyber Security & Operation’s (CSO) M.S. Information Security & Digital Forensics (ISDF) program. During this time, Papp designed and built a custom remote access solution for Niagara University using private cloud computing and nested virtualization that students continue to use today. He also helped ISDF prepare the successful application for validation as a cyber defense program by the United States National Security Agency (NSA).

After briefly studying at University at Buffalo for Computer Science and Engineering, Papp enrolled in Dakota State University’s Ph.D. program in Information Systems with concentrations in Cyber Security and Network Security. After the approval of his dissertation, titled, “E-Democratic Government Success Framework for United States’ Municipalities,” he received his Ph.D. in 2023.

Papp has presented articles, abstracts, and posters at international information systems conferences and is preparing to publish articles in information systems, e-government, and cybersecurity journals. Today, Papp offers courses in Ethical Hacking, Network Security, Computer Forensics, Data Privacy, and Principles of Information Security and Federal Law.
